FSBGD - ABGD CONSOLIDATION DETAILS


Major Points from Working Group Meeting, San Antonio, TX, March 2003
AGD membership is not required for Board Certification.

The 3 entry points do not change.

Current ABGD board certification will be required for Federal Services individuals to receive board certification pay.

The size and composition of the ABGD Board of Directors will not change. ABGD to have a Nominating Committee to present individuals to serve on the Board of Directors who are the best qualified and representative of the constituencies of the ABGD.

Non-Board of Directors BC dentists, with previous examining experience, would be recruited to be examiners, as needed, for the increased number of oral examination candidates.

ABGD gives the only written exam in 2004; FSBGD will not give a written exam.

ABGD gives the only written and oral exam starting in 2005.

Dual track for the Case Treatment Planning and Rationale section of the Oral Examination will be given through 2008. A decision on whether to retain the Standardized Case Diagnosis, Treatment Planning and Rationale, or Presentation and Rationale of Two Original Cases for this section of the Oral Examination will be decided after the 2006 exams. A new alternative to these two formats may be adopted. A change in ABGD policy will be required when the decision is made.

Major Points from ABGD Board of Directors Meeting, Chicago, IL, April 2003
The Board agreed regarding the following issues related to the merger with the FSBGD:

FSBGD Diplomates would complete a "grandfatheting" process in order to become ABGD Board Certified

The ABGD will begin distributing information about the grandfathering process and the grandfathering application at the AGD Annual Meeting in Nashville

The ABGD will begin grandfathering FSBGD Diplomates in September

All dentists associated with the ABGD would be charged the same applicable fees (annual fee, re-certification, written and oral examination, etc.) to complete the Board Certification process

The current fees of the ABGD are at an appropriate level, at this time, for the merger and do not require any adjustment

The ABGD Board of Directors will have the option of meeting in November 2004, if needed, to construct the 2005 Written Examination, however starting in 2005, the ABGD Board of Directors will meet annually in November to prepare the new Written Examination and conduct a short business meeting

A new Oral Examination and ABGD Board of Directors meeting schedule (see attached schedule) was needed in order to better serve the ABGD and those seeking Board Certification

PASSED: "Resolved, that the American Board of General Dentistry establish a process by which active, retired or separated Diplomates of the Federal Services Board of General Dentistry (FSBGD) may be grandfathered as Board Certified by the American Board of General Dentistry (ABGD) within two years of the merger of the two boards, and be it further

Resolved, that to be grandfathered as Board Certified, FSBGD Diplomates must submit a grandfathering application to the ABGD by August 31, 2005 with a processing fee of $95, with the understanding that annual registration fees are due each September 1, and be it further

Resolved, that those FSBGD Diplomates who do not grandfather into the ABGD by August 31, 2005 would be subject to all required applications, fees and examinations to pursue Board Certification in the future."

The Board agreed regarding the following issues related to the Written Examination following the merger with the FSBGD:

The ABGD will administer their Written Examination to FSBGD candidates in 2004

The Written Examination will continue to be given in Chicago and DANTES sites in March and at the AGD Annual Meeting and DANTES sites in July/August

The Written Examination will remain a paper and pencil examination for the immediate future

The Board agreed regarding the following issues related to the Oral Examination following the merger with the FSBGD:

The Oral Examination will change from being administered during the AGD Annual Meeting in July/August to the first week of May and will be given in Chicago starting in 2005 (see attached timetable chart), however the ABGD will continue to maintain a presence at the AGD Annual meeting

The ABGD will need to deputize 8 additional examiners, such as past and present FSBGD Examiners and past ABGD Examiners, in order to examine the 36-40 candidates anticipated for the 2005 Oral Examination

The Oral Examination, starting in 2005, will have a dual track for the treatment planning section to include either the current ABGD case presentations or the current FSBGD standardized treatment planning exercise

Starting in 2005, the deadline for submitting case presentations for approval by the Board of Directors will be February I and notification of the Board's decision will be made by March 1 annually

Case presentation criteria will be altered to no longer include casts for the initial screening process, however casts will continue to be required for the Oral Examination. 35mm slides or digital images of the casts will be required for the initial screening process

An individual who passes the FSBGD written examination, but does not become board certified by the FSBGD, will have 5 years from the date they passed the FSBGD written exam to pass the ABGD oral examination

Beginning in 2005, case presentations submitted by candidates will be reviewed by a new screening method. The required three cases will be submitted anonymously to two Board reviewers for approval. Candidates must have two cases accepted in order to take the Oral Examination. Those case presentations that receive one acceptable and one non-acceptable rating will be sent to a third reviewer for approval. The third reviewer's decision will determine if the candidate will be able to take the Oral Examination that year.

Effective in 2005, candidates who have passed the FSBOD Written Examination, but have failed the FSBGD Oral Examination will be required to submit an Educationally Qualified Application, fee and documentation in order to become Board Eligible with the ABGD.

PASSED: "Resolved, that the ABGD Oral Examination consists of two portions:

1) Case Treatment Planning and Rationale
2) Discipline-Specific Oral Examinations

And be it further

Resolved, that beginning in 2005, the Case Treatment Planning & Rationale portion offers a dual track:

Standardized case diagnosis, treatment planning and rationale, or

Presentation and rationale of two original cases

so that from 2005 through 2008 it is the candidates' choice which track to pursue, and be it further

Resolved, that following the Oral Examination in the spring of 2006 the ABGD will determine whether to continue to offer a dual track option beyond 2008 for this portion of the Oral Examination, select only one of these options or develop a single alternative format."

PASSED: "Resolved, that the criteria for submission of case materials for Board review and verification for the Case Treatment Planning and Rationale portion of the Oral Examination be modified by the replacement of point 7, which reads:

7. Unmounted duplicate pre-treatment and post-treatment casts.

With the following:

7. Five photographs or digital images of each of the pre-treatment and post-treatment cast: Maxillary and mandibular occlusal views, articulated straight-on, right and left articulated lateral views. "

PASSED: "Resolved, that those who have passed the FSBGD Written Examination but not the FSBGD Oral Examination are required to apply to be Educationally Qualified (EQ) and to submit documentation verifying completion of the FSBGD Written Examination in order to become Board Eligible, and be it further

Resolved, that in order to become Board Certified, those Board Eligible candidates who passed the FSBGD Written Examination are required to pass the ABGD Oral Examination within five years from the date the FSBGD Written Examination was passed, and be it further

Resolved, that this policy is in effect once the FSBGD Oral Examination is completed by the FSBGD in 2004."

As a result of the merger discussion during the ABGD Board of Directors meeting, the following items listed are follow-up projects:

Identify two FSBGD Board members to join the ABOD Nominating Committee (Drs. Janson and Kofford have been selected from the ABGD) to develop a process and guidelines for nominating future members of the ABGD Board of Directors.

Write an article and press release to be utilized on the ABGD website, Region 17 website, in AGD and ADA publications and other media outlets announcing the merger and outlining the grandfathering process.

Develop a Grandfathering Application, modified from the ABOD Educationally Qualified application, to begin being distributed at the information booth in

Nashville.Contact the FSBOD to determine the future of the FSBGD and its examination materials once the merger is complete.

Determine who will score the Standardized Case Diagnosis, Treatment Planning and Rationale portion of the Oral Examination in 2005.

Develop a downloadable PDF file on the ABGD website illustrating the Standardized Case Diagnosis, Treatment Planning and Rationale portion of the Oral Examination for 2005.

Develop and provide acknowledgement letters to dentists who re-register with the ABGD annually in order to provide confirmation of Board Certified status for Federal Services specialty pay issues and other matters.

Request the AGD to provide a link to the merger information on the ABGD website.

Identify additional testing rooms for the 2004 Written Examination, if needed.

Update the Rules and Procedures booklet to include all pertinent changes related to the merger, and the Written and Oral Examinations.
