Environmental Impact Statement Background:

As a Federal action, the Walter Reed National Military Medical Center project is subject to the National Environmental Policy Act (NEPA) process. NNMC is responsible for implementing the NEPA environmental review and public participation process, with the support of Naval Facilities Command.

A key component of the NEPA process is the Environmental Impact Statement (EIS). The purpose of the EIS is to provide a systematic and interdisciplinary approach to planning and decision-making by ensuring that the information related to the impacts of a Proposed Action on the human and natural environment is available to decision makers and citizens before making decisions.

Four scoping meetings were held in mid-December to give interested parties an opportunity to view and discuss information related to the realignment of the Campus. In addition, the public was also invited to submit comments for consideration as our Draft Environmental Impact Statement is developed. The Draft is currently under review and is scheduled for completion and release to the public toward the end of the calendar year. Once it is released, the public will be given another opportunity (45 days) to review the document and submit additional comments for consideration in the Final Environmental Impact Statement. It is anticipated that the Final Environmental Impact Statement will be published in Spring 2008 with the signing of the Record of Decision (ROD) to follow shortly thereafter. Construction is scheduled to commence in early Summer 2008.

EIS Updates:

May 2008: Federal Register NNMC Bethesda ROD, May 14, 2008

January 2008: The 45 day comment period for the DEIS closed at midnight on January 28th, 2008. All comments that have been submitted via fax, email, mail or in person at one of the public hearings will be addressed in the Final EIS.

Two public hearings were held on Wednesday, January 9th and Thursday, January 10th, 2008 at the Pooks Hill Marriott in Bethesda, MD. Link to the Presentation of the Final Draft Environmental Impact Statement.

December 2007: The Draft Environmental Impact Statement (DEIS) has been released. Link to documents below. Paper copies are available at county libraries and centers.

Federal Register, December 14, 2007: Notice of Availability and Notice of Public Hearings for DEIS for the Activities to Implement 2005 Base Realignment and Closure Actions at National Naval Medical Center, Bethesda, MD.

February 2007: The comment period for the Environmental Impact Statement (EIS) scoping period closed on February 3, 2007. Any comments submitted after Feb. 3 will be included in the record during the draft EIS comment period.

Thank you to all who submitted their comments, concerns and proposed solutions. We received nearly 200 comments by e-mail, letter and voicemail during the comment period. These insightful submissions will be used to help us adequately assess our upcoming construction projects from a broad perspective. Any areas where problems are identified will then be assessed for potential solutions. Your comments will also help our partners at local, county and state agencies in their efforts to assist us with the BRAC growth process.
